You have taken the wrong approach entirely. I understand that as a law graduate you impulsively try to change what the law says about graffiti and that you want to fine and imprison people who do graffiti. You need to take a more positive approach that is in the best interest of the country as apposed to just the law. I’m sure you are aware that a lot of graffiti artists are younger people, the potential government of the next generation and giving them a criminal record is denying them of many opportunities in their future. The first step to decreasing the amount of graffiti is to to provid sufficient facilities for people to do graffiti legally to let them exercise their creativity and artistic ability. If you did this it would help you distinguish the atists from the vandals. It is in your best interest to take my advice.
